FEATURES AND POSSIBILITIES OF DESIGNING THE INDUSTRIAL FUTURE OF RUSSIAN REGIONS

The authors argue that to determine the state and prospects for the development of the industrial complex in regional territories, a marker such as the industrial development index is needed; they introduce this index into scientific and political‑management discourses.
Methods. The authors use such research methods as statistical methods, content analysis, the Delphi method to collect expert opinions through a series of consecutive surveys, and the "bubbles" projective technique to study deep associations.
Results. Based on an analysis of the socio-economic and industrial development of the regions of the Central Federal District, the authors introduce the index of industrial development of regions into scientific discourse as a new concept and practice for studying the state of the industrial complex of the constituent entities of the Russian Federation. As a result of the study, the authors formulated the conditions for the sustainable industrial development of regional territories and presented four scenarios for the Russian regions future in the context of their industrial development.
Discussion. The authors argue that only those regions of the Russian Federation that implement technological and managerial innovations and in which the industrial complex is developing steadily — representing a significant part of industrial and import‑substituting production — can be successful in socio‑economic development. Moreover, among the priorities on the agenda of the authorities and management bodies of regions of the Russian Federation should be the issue of putting into practice the vision of the territory’s industrial future, and the share of the manufacturing industry in the structure of the gross regional product should be at least 30 percent
