<p><em>The traditional paradigm of the welfare state is based on the expansion of welfare state programs and the redistribution of resources in favor of the least protected segments of the population. However, in modern conditions, this approach is becoming less effective, and therefore the current model of social policy is faced with the need to adapt to the changed economic and technological realities.</em></p> <p><em>The purpose of the article is to study the adaptation of state social policy in the context of geopolitical and technological transformations, as well as to substantiate the formation of a hierarchical network management model.</em></p> <p><em>Methods. Based on a political, economic and comparative analysis, the issues of the state and development of social policy and labor relations in Russia, as well as changes in the nature of social policy management, including in the international context, are considered.</em></p> <p><em>The article also outlines the importance of the relationship between political management and social and labor relations, since the key direction of the evolution of social policy is the addition of state support measures and the activation of human investment policies. In addition, the paper substantiates the transition from strict power verticals to network coordination mechanisms aimed at strengthening the impact on the stability of political and improving social and labor relations.</em></p> <p><em>The authors conclude that the adaptation of the state to new realities involves the development of network forms of interaction between subjects of social policy and the development of coordinated solutions based on the principles of social responsibility and inclusivity. That is, a policy that would ensure alignment of interests and flexibility of management, as well as reduce the dominance of authoritarian and hierarchical forms of government. The authors propose to use the potential of networking as a tool to increase the sustainability of the modern state.</em></p> <p><em>The research materials may be of considerable interest to government authorities responsible for the development and implementation of social policy, specialists in the field of sociology, economics and political science to understand the mechanisms of functioning of modern social policy.</em></p>Viktor V. <p><em>Enhancing operational efficiency of state policy for managing the anti-terrorist security of facilities is a necessary condition for ensuring national security in the context of the hybrid war unleashed against the Russian <br>Federation. </em></p> <p><em>The purpose of the article is to identify operational problems that reduce the quality of countering the transforming terrorist threats in a hybrid war by means of a systematic analysis of the institutional environment of the state policy for managing the anti–terrorist security of social facilities. The field of research is public administration and sectoral policy in the sphere of anti-terrorist protection of facilities. </em></p> <p><em>Methods. System-cybernetic and situational approaches are used. A comprehensive review of the anti-terrorist security of facilities as a complex organizational system is provided by using structural and functional methods, modeling, political, legal and managerial analysis. It allows rethinking the problem of assessing the quality of management processes at various operational levels. </em></p> <p><em>The subject of the study is the state policy for managing the anti–terrorist security of facilities. </em></p> <p><em>In the framework of the study, the author reveals the definition of the state policy for managing the anti-terrorist security of facilities and specifies its <br>purpose. </em></p> <p><em>As a result, the author identifies the shortcomings of the legal, methodological, and personnel support for the state policy for managing the anti-terrorist security of social facilities and the low efficiency of the functional and bureaucratic model of public administration of anti-terrorist security of facilities, which together reduce the adaptive capabilities of responding to transforming terrorist threats in a hybrid war. 2025-12-222025-12-222042946Political Re-Socialization of Russian New Citizens in the Context of Expanding Political Space

<p><em>The aim of the article is to identify the main factors influencing the processes of political re-socialization of new Russian citizens in the context of the expanding and transforming political space.</em></p> <p><em>Based on data from secondary analysis and thirty expert interviews (2024), the author identifies and systematizes four levels of factors influencing the process of political socialization of Russian new citizens: megafactors, macrofactors, mesofactors and microfactors. Global challenges (mega-level) set the general context, while internal socio-economic and value consolidation (macro-level) creates the foundation for integration. The purposeful actions of the the state institutions and society (meso–level) are the key mechanism for managing this process, and the influence of the immediate environment (micro-level) largely determines its individual trajectory - from the successful adoption of a new civic identity to passive resistance or conflict. The author indicates institutional and economic measures aimed at reducing anxiety, forming clear and achievable life prospects, and creating conditions for internally motivated, rather than forced, civic self-determination.</em></p> <p><em>Three comprehensive strategies are identified, such as strategy of institutional concretization and public engagement, strategy of value-identification consolidation and semantic dialogue and strategy of socio-economic stabilization. Their implementation allows public policy actors to eliminate obstacles. </em></p> <p><em>The strategy of value-identification consolidation and semantic dialogue is aimed at neutralizing socio-cultural barriers and deactivating the information and ideological barrier through the dialogical construction of an inclusive civic community.</em></p> <p><em>As a result, the author concretizes scientific knowledge about the factors and models of the subjective political space transformation under the influence of changes in the real political space. </em></p> <p><em>The findings can be used to optimize technologies of identity policy in new regions of the Russian Federation.</em></p>Tamara T. <p>In the context of rapid technological advancement and digital transformation, the interaction between humans and artificial intelligence (AI) in the creative industries is of particular importance. AI is becoming not only a technological tool but also an active participant in cultural production, influencing the boundaries of authorship and the perception of identity.</p> <p>The aim of the study is to identify models of AI interaction in the creative industries as a tool for small-town branding. The object of the study is the interaction between humans and artificial intelligence in the creative industries. The study investigates models of digital co-authorship between humans and artificial intelligence that reveal their influence on shaping visual identity as an element of place branding of small towns.</p> <p>To find a solution the author applies an interdisciplinary approach combining cultural, economic, and technological perspectives as well as literature analysis, case studies, content analysis, comparative analysis, interpretation and synthesis.</p> <p>The author shows that AI performs not only auxiliary functions but is also integrated into the process of digital co-authorship, transforming the structure of creative labor and practices of place branding. The author systematized the models of human–AI interaction in creative industries and proposed a typology of digital co-authorship that includes instrumental, partnership, and autonomous models, which correspond to different degrees of authorial control and algorithmic autonomy. The author proposes the concept of AI as a mediator of visual identity, in which AI is regarded as a tool mediating the interpretation, reproduction and formation of the visual cultural code of a territory. It is established that generative models possess significant potential for the visual branding of small towns, contributing to the development of digital co-creativity, creative tourism, and community engagement.</p> <p>As a result, the author concludes that the originality of the research lies in the conceptualization of digital co-authorship of humans and AI in the visual branding of small towns, in the development of a typology of interaction models (instrumental, partnership and autonomous), as well as in the systematization of legal, cultural and social risks associated with digital interference in the processes of territorial image representation. In addition, the author emphasizes that the practical importance lies in substantiating approaches to the ethical and sustainable integration of AI into creative industries and the cultural development of small towns.</p>Irina V. <p><em>The innovative activity of the state is a key factor in ensuring sustainable economic growth and global competitiveness. In the context of sanctions pressure and the need to achieve technological sovereignty, the task of identifying systemic trends that determine the opportunities and results of scientific and technological development is becoming relevant.</em></p> <p><em>The purpose of the article is to identify and substantiate the key areas of scientific and technical progress that form the architecture of management solutions for technological modernization.</em></p> <p><em>The research methodology includes analysis of the conceptual and categorical framework and strategic objectives of scientific and technological development, a comprehensive assessment of the dynamics of indicators such as organizational innovation activity, R&D costs and patent activity and trend forecasting.</em></p> <p><em>The research tools are based on the application of system analysis elements, which make it possible to identify a set of conditions and actions that determine scientific and technological development.</em></p> <p><em>As a result, the authors developed an interconnected set of conditions and actions that ensure a systematic approach to enhancing scientific and technological development. The key positions of the areas requiring increased attention are: setting strategic objectives for the priorities of scientific and technological development, analyzing its current state, as well as forecasting indicators. The identification of specific activities ranked by priority will allow correlating the available opportunities for achieving results. </em></p> <p><em>The practical relevance of the research consists in substantiating the priority directions of scientific and technological development, synchronized with national projects and strategic documents. <p><em>The purpose of the article is to study modern forms of encroachment on state property as a threat to economic security in Russia. The authors investigate encroachments on state property; analyze key factors, as well as latent ones, that reduce the effectiveness of protecting state property. The relevance of the topic is due to the scale of the damage caused by such encroachments, despite the measures taken, as well as their evolution in the context of digitalization and global challenges. </em></p> <p><em>The authors apply</em><em> a systematic approach to consider state ownership as an element of the economic system, as well as regulatory and comparative legal analysis of legislation, economic and statistical methods of data processing, case studies of high-profile cases and criminological modeling. This made it possible to clarify the mechanisms of illegal influence on state property and complement its protection system with digital and institutional components.</em></p> <p><em>The authors identify seven main forms of encroachment on state property, such as corruption schemes, raiding, fraud in public procurement, abuse of land and real estate, cybercrime, embezzlement through government programs and the use of offshore schemes. They pay special attention to corrupt ties and interdepartmental disunity, bureaucratic inertia and weak digitalization of accounting and management processes. In order to improve the state property protection system, the authors propose to introduce digital technologies, create unified registries and monitoring platforms, strengthen interdepartmental interaction, and adapt international experience. In addition, the authors substantiate the need to increase transparency in the management of state assets and involve public control.</em></p> <p><em>As a result, the authors conclude that </em><em>an integrated approach combining legal, economic and technological measures is needed to increase the effectiveness of state property protection. In addition, countering encroachments on state property should focus not only on tightening legislation and strengthening control, but also on eliminating latent factors. </em></p> <p><em>Findings can be used to develop a state policy in the field of economic security by improving legislation and optimizing control mechanisms over the use of state property.</em></p>Alexander N. <p><em>In the context of transforming political systems, young people are not only the object of political influence but also the subject, actively shaping new political practices and identities. The political culture of young people determines the long-term political development pathway of society. </em></p> <p><em>The purpose of the article is a systematic review of scientific discourse in the definition and empirical verification of elements of youth political culture.</em></p> <p><em>Methods. Based on a critical analysis of publications, the authors structured the key issues of youth political culture. They revealed that the research field presents a fragmentary study of the elements of that one.</em></p> <p><em>The authors note, that there are significant gaps in understanding the phenomenon of political culture. They also emphasize that the mosaic and unsystematic nature makes it difficult to implement a long-term social forecast and necessitates the formation of a systematic methodology for comparative data analysis.</em></p> <p><em>The authors conclude that the distinctive features of youth political culture are the processes of primary and secondary socialization, self-determination and self-regulation. In addition, the authors emphasize that in modern scientific discourse, problematic accents in the study of youth political culture are associated with the identification of unformed political consciousness, as well as the ineffectiveness of political socialization. This assessment is due to the lack of targeted influence of social institutions and the formal organization of socialization processes (education, upbringing and formal communication). It is established that a wide range of scientific papers explores forms of activity related to the analysis of conditions and barriers to youth participation in elections, and also examines the activities of political activists from the perspective of possible inclusion in the political sphere (as a political potential).</em></p> <p><em>As a result, it is argued that there is a dissonance between the dynamically changing reality of political participation, including the formation of hybrid and network forms, which predicts the expanding the framework of categories and concepts.</em></p> <p> </p>Irina N. <p><em>The article examines the views on the historical memory of the Great Patriotic War among the students in a region through in terms of a constructivist sociological paradigm that combines the levels of cultural, social and communicative memory. The purpose of the article is to identify how the student youth of a region constructs ideas about the Great Patriotic War, which channels and practices ensure the stability of memory.</em></p> <p><em>The empirical base includes the regional stages of the federal monitoring "Students about the Great Patriotic War" (Orel region; 2020 and 2025) and current publications dedicated to the 80th anniversary of the Victory in the Great Patriotic War, including the thematic issue of the Bulletin of the Institute of Sociology. </em></p> <p><em>The study shows that the historical memory of the Great Patriotic War retains the status of a system-forming resource and collective solidarity. Historical memory combines the stability of the emotional and value core with the transformation of institutional and behavioral models of its reproduction. In the minds of students, the views are formed as a multilevel construct combining cultural, social and communicative memory, where family narratives and the local context of memory sites are crucial.</em></p> <p><em>The author concludes that the higher the saturation of family and communicative practices (stories, rituals, "small homeland"), the higher the identification and emotional memory indicators. Then high–quality school/university formats (project work, museum work, local history) strengthen the cognitive component and consolidate value-normative orientations.
