РОСТ ЦЕН НА ПРОДОВОЛЬСТВИЕ: КАК ИЗМЕРЯТЬ И НИВЕЛИРОВАТЬ

Аннотация Повышение волатильности цен на продовольствие в последнее десятилетие превратило проблему экономической доступности питания в один из ключевых системных вызовов глобальной и национальной продовольственной безопасности. В условиях высокой инфляции и сжатия реальных доходов населения разработка эффективных механизмов мониторинга и оперативного реагирования приобретает критическое значение.
Цель статьи - представить комплексный подход к мониторингу цен, позволяющий не только фиксировать динамику стоимости продуктов, но и оценивать её реальное воздействие на уровень жизни домохозяйств, а также обобщить международный опыт противодействия негативным последствиям продовольственной инфляции.
Методология. Исследование базируется на методиках Центра агропродовольственной политики РАНХиГС, включающих: оценку вклада подорожавших товаров в структуру потребительских расходов; измерение ценовой волатильности по шкалированной методике ФАО; расчёт доли населения, находящегося в зоне продовольственной небезопасности. Систематизация государственных мер выполнена на основе сравнительного анализа практик стран с различным уровнем экономического развития.
Результаты. Показано, что традиционный мониторинг социально значимых продуктов и фиксация номинального роста цен обладают ограниченной информативностью и могут формировать искажённое представление о реальной ситуации с доступом к продовольствию. Обоснована необходимость перехода к аналитическим инструментам, учитывающим реальную динамику цен, региональную дифференциацию и фактическую доступность рационального питания. Обзор международных практик подтверждает неоднозначность последствий большинства применяемых мер, что сохраняет высокую значимость поиска эффективных решений.
