RISKS OF DIGITALIZATION AND PUBLIC ADMINISTRATION PROBLEMS IN MODERN CONDITIONS

. The article examines the features of the digitalization process and digital globalization, as well as the development of artificial intelligence (AI), which are not only areas of scientific and technological progress that hold enormous potential for improving managerial efficiency, social comfort, and economic growth, but also carry certain risks and threats to society. The authors argue that in this sphere, there is a virtual replacement of traditional information and communication actors with neural network actors, which not only generate and supply various types of information but also become “trusted representatives” in the context of representing the interests of citizens, social strata, and population groups. The purpose of the article is to define the characteristics of modern digital reality, identify the key factors driving its development, and outline the main risks and threats it poses.
Methods. To conduct the research, the authors used content and discourse analyses.
Results. Based on the analysis of the processes of digital globalization and the introduction of artificial intelligence (AI), the authors investigated the problems of such phenomena as "filter bubbles", echo chambers, and considered examples of manipulation of society by social networks and IT corporations. The article points out the danger of the formation of digital totalitarianism and the role of AI in this process. The authors also formulated the existing contradictions in ensuring socio-political communication of individuals and social groups, and proposed ways to resolve these contradictions using technologies and tools of interinstitutional interaction.
Discussion. Within the framework of the study, the authors demonstrated that, ultimately, the dominant issue is the formation of trust between society and the state, as well as the identification of the basic areas for distributing responsibility between the parties.
