THE CHANGES OF SOCIAL SUBJECTIVITY: FROM LIVING REALITY TO AN ONLINE FORM OF EXPRESSION

The purpose of this article is to examine the processes of forming new network relationships and the mobility of social subjectivity in the context of the rapid development of information technologies and the transformation of the institutional environment
Research methodology. Based on an analysis of the new functions of participants in the political process, a characterization is presented of the poly‑subjectivity and variability typical of traditional class formations and group forms of population self‑organization. The fundamental differences between new network actors and traditional ones are structured, with the former forming a new political space between the sphere of official politics and civil society
Results. New network actors are bearers of a specific subjectivity that is based not so much on formal status as on trust capital, the use of social services, presence in the online space, network organization, and the ability to instantly mobilize public attention. In the network era, the “public” becomes a space of constant negotiations, where the state is forced to compete for the agenda with numerous autonomous nodes of the Network, thereby demonstrating recognition of the fact that it has entered an era of real formation of network public policy. This inevitably requires a fundamental revision of management approaches. State institutions must recognize that networked public policy cannot be fully incorporated into a rigid power hierarchy without losing its essential qualities such as, flexibility, trust, and innovation.
Delegating part of the authority to shape the agenda to independent network actors, guaranteeing their security, and democratizing algorithms is not a concession of sovereignty, but a necessary condition for the survival and adaptability of the political system in the context of an increasingly complex information society. The effectiveness of the modern political system in Russia will directly depend on the authorities’ willingness to recognize the agency of new network actors and provide them with a protected space for their activities. Only through the democratization of the digital environment and the restoration of mechanisms of organic trust is it possible to form a functioning public sphere capable of adequately responding to the challenges of the complex, transitional, and dynamically developing network society of the 21st century.
