INSTITUTIONALIZATION OF PATRIOTISM IN THE SYSTEM OF PUBLIC ADMINISTRATION AND THE ACTIVITIES OF THE NATIONAL GUARD TROOPS OF THE RUSSIAN FEDERATION IN THE POST-SOVIET PERIOD: A SOCIOLOGICAL ANALYSIS

Given the transformations underway in contemporary Russian society, the issue of institutionalizing patriotism is becoming increasingly relevant in the sociology of governance. This paper utilizes a secondary analysis of sociological data, regulatory documents, and industry research examining this process. The author examines how patriotism in Russia during the post-Soviet period has transformed into a mechanism of social regulation. The primary objective of this paper was to theoretically analyze and scientifically substantiate the stages of institutionalization of patriotism and how this transformation was implemented in the activities of the National Guard of the Russian Federation (Rosgvardia). The theoretical framework of the study incorporates institutional, constructivist, and functional approaches. The empirical base was comprised of data from mass surveys conducted by the All-Russian Public Opinion Research Center (VTsIOM), research by the Federal Scientific Center of the Russian Academy of Sciences, as well as regulatory legal acts of the Ministry of Internal Affairs and the Rosgvardia. The article notes that the institutionalization of patriotism occurred in three stages. The first was a restoration phase (2000-2012), the second was a spontaneous consolidation phase (2014-2016), and the third was the ideological inculcation of patriotism (2016 to the present). Patriotism is being instilled in the Russian National Guard through regulatory, organizational, educational, and corporate cultural mechanisms
