TRANSFORMATION OF THE PUBLIC ADMINISTRATION SYSTEM UNDER HYBRID THREATS IN THE EMERGING MULTIPOLAR WORLD

Abstract
The purpose of the article is to study the transformation of the public administration system under hybrid threats in the emerging multipolar world. The subject of the research is the processes of transformation of the public administration system in the emerging the multipolar system of international relations.
Empirical Basis. The program documents of Russia and foreign countries, reflecting key threats to national security and the main directions of transformation of the public administration system, were selected as sources for the study.
Methods. Based on the analysis of scientific articles indexed in the eLibrary and Urite databases, transformational changes in the public administration system are identified as a result of geopolitical challenges and the need to form protective mechanisms to counter hybrid pressure. Three groups of published expert materials were studied and structured: 1) the articles announcing the disintegration of the bipolar relations system (at the end of the 20th century); 2) the publications devoted to the growing geopolitical instability and reflecting the impossibility of implementing a unipolar international relations system (2010-2016); 3) materials reflecting the increasing demand for the formation of multipolar relations (from 2025).
Results. As a result, the author concludes that public administration systems in countries under the most active geopolitical pressure have common characteristics, such as strengthening the role of national leaders, creating strong state institutions, abandoning liberal mechanisms in favor of mobilization, developing alternative economic platforms and prioritizing national security over openness. The author revealed methods and forms of hybrid confrontation that produce the transformation of public administration systems. It is emphasized that these states represent a competitive geopolitical alternative, forming equal centers of a multipolar world. In resisting external pressure with the active use of hybrid methods, the role of the national leader, who implements operational centralized management decisions in the public administration system, increases. Thus, the risks of such political leadership are the activation and personification of hybrid threats and pressure.
Discussion. The achieved results make it possible to remove the contradiction between neoliberal and rational conservative approaches to substantiating the transformation of the institution of the presidency in Russia, ensuring the sustainable political development of the country.
