THE STATE'S ROLE IN BALANCING PUBLIC INTERESTS AND THE INSTITUTIONAL ENVIRONMENT FOR ENTREPRENEURSHIP DEVELOPMENT IN THE REPUBLIC OF BELARUS

The purpose of the article is, based on the systematization and generalization of scientific ideas of domestic and foreign scientists, to consider the functions of the state in society from the point of view of forming an institutional framework for the development of entrepreneurship in the Republic of Belarus in order to harmonize social and economic development in modern conditions. The originality of the article lies in detailing the functions of the state in society through their role in shaping the business environment, and the application of an interdisciplinary approach that integrates economic, sociological, political science aspects and connections of the research problem.
The research methodology consists in applying a comprehensive theoretical analysis, systematization and generalization of scientific ideas about the problem under study, defining basic concepts and terms, and applying a praxeological approach that determined the functions and actions of the government. The theoretical basis of the research was the works of Belarusian, Russian and foreign scientists in the fields of economics, political science, sociology, and philosophy.
The functions of the government in the relationship “state → society” in the article include the following: generalization as the realization of the power role of the government in society; integration as the consolidation and strengthening of trust and stability in society; design as the formation of social existence in accordance with ideological principles; nudging as the creation of a stimulating environment in society; satisfaction as the satisfaction of social needs; immunization as a means of ensuring public safety. The article focuses on the definition of the concept of “state”, highlighting the role of social institutions in the integration of society, the importance of ideology as one of the paradigmatic principles of the state, and the specifics of the welfare state. The emergent effect of the implementation of the proposed functions is determined, which is dialectically developing in the direction of “convergence → trust → cooperation”.
