THE PHENOMENON OF TRUST IN THE CONTEXT OF POLITICAL LEADERSHIP, STABILITY, AND SOCIAL MOBILIZATION

Abstract
The purpose of this article is to substantiate and argue the thesis that trust in the national leader is not simply a significant factor, but a fundamental condition for the existence and effectiveness of a political system, serving as a key resource for legitimacy and social mobilization. Methods. A desk study presents a comparative analysis of the evolution of political trust in different institutional environments. A content analysis of classical and contemporary political theories (legitimacy, social capital, trust) reveals that in Western political systems, trust is expressed through the growing importance of coalitions, alliances, and interactions with non-state actors. In non-Western contexts, despite the persistence of elements of personification, adaptive changes in the mechanisms of power legitimization and socio-political mobilization are also observed. Based on a comparative (secondary analysis of the VCIOM Analytical Center surveys) and structural-functional analysis of Russian political culture, where the image of the leader is historically strong, the authors demonstrate that trust is a decisive resource for mobilizing and ensuring the continuity of power. The study develops the concept of personal trust, analyzing its paradoxical nature. While serving as a resource for strengthening systemic legitimacy (through the personification of institutions), it simultaneously carries the risk of destabilizing it due to the direct link between the legitimacy of the entire system and the effectiveness and reputation of a single actor. Results. As a result, the authors developed a conceptual model demonstrating how trust in a leader, formed through pragmatic, value-based, and institutional sources, compensates for the weakness of formal institutions, ensuring stability and consolidation. Trust in the President of Russia is viewed as a key resource of legitimacy, enabling reforms and mobilizing society during times of crisis. Discussion. This study has shown that a sustained high level of public trust, based on the perception of competence, the protection of national interests, and the restoration of state sovereignty, has become the foundation for stabilizing the political system and enabled large-scale transformations during difficult periods in recent history.
