The hierarchy of priorities of the State Youth Policy in the Russian Federation: innovations and tradi-tions

The purpose of the article is to analyze the priorities of youth policy of the Russian Federation. This policy assumes compliance with the principle of continuity and renewal.
Much attention is given to a set of scientific and theoretical approaches and paradigms that take into account the factor of the presence of specific features of the State youth policy. The author draws attention to the need for theoretical and practical understanding of the effectiveness of youth policy.
As a result, the author formulates the concrete proposals for the further development of the legal foundations of youth policy according with specific historical, sociopolitical and administrative conditions. The necessity of ideological, educational and organizational forms of work with the younger generation is given. Expert comments are made on the actions of the State with regard to youth in a new reality.
