Managing the migration attractiveness of the region: classification problems

The purpose of the article is to study theoretical and applied ideas on the possibility of managing the migration attractiveness of the region and the use of this information for the classification of Russian regions.
The issue of regulating external and internal migration flows has become particularly important in the context of the coronavirus pandemic. The author attempts to structure models describing different aspects of migration processes and systematize factors of migration attractiveness. It is noted that Russian regions are characterized by a high degree of diversity of migration attractiveness, which is confirmed by the indices based on migration flow indicators for 2000-2019.
As a result of the research, the author presents the classification of Russian regions based on the analysis of the indices of interregional and international attractiveness. The leaders, middle-class and outsiders of migration attractiveness are given. It is shown that first of all the regions of the Center are among the leaders, but the subjects located in Siberia and the Far East are among the outsiders.
