Реализация проектов государственно-частного партнерства в IT-сфере: состояние и условия

Аннотация. Цель статьи — оценка состояния государственно-частного партнерства, в том числе в сфере IT-технологий в стране, и определение условий, обеспечивающих его развитие в данной сфере. Реализация проектов на условиях ГЧП в сфере информационно- коммуникационных технологий имеет большой потенциал, так как в стране отмечается высокая потребность в развитии инфраструктуры на основе IT-технологий для управления городской средой, развития геолокационной, телекоммуникационной, транспортной систем, обеспечения повсеместного доступа в интернет, цифровизации государственных услуг, совершенствования платежных систем. Для реализации IT-проектов используются различные модели и формы взаимодействия в рамках ГЧП. Реализация государственной политики в сфере IT-технологий должна обеспечивать условия, выполнение которых создает лучшие возможности для привлечения частного капитала в IT-проекты.

Методология исследования – анализ инфраструктурных инвестиций в мировом масштабе; оценка текущей ситуации в регионах страны в части количества реализуемых проектов, объемов инвестиций, уровня развития ГЧП.

Составлены и проанализированы рейтинги регионов страны по развитию государственно-частного партнерства. Произведена оценка потребностей в финансировании инфраструктуры в разрезе отраслей и сфер деятельности. Выделен ряд базовых моделей реализации проектов государственно-частного партнерства, характеризующихся специфическими формами взаимодействия. Представлены этапы реализации программы поддержки проектных инициатив. Обоснована значимость механизма государственно-частного партнерства для привлечения инвестиций в развитие IT-сферы. Предложена типовая модель взаимодействия участников государственно-частного партнерства в сфере информационно-коммуникационных технологий. Рассмотрены особенности функционирования IT-сферы, и определен ряд общих и специальных условий, выполнение которых позволит обеспечить лучшие возможности вовлечения частного капитала в
IT-проекты в рамках государственно-частного партнерства.

Abstract. The purpose of the article is to assess the state of public-private partnerships, including in the field of IT technologies in the country, and to determine the conditions ensuring its development in this area. Implementation of projects on public-private partnerships terms in the field of information and communication technologies has great potential, as the country has a great need for the development of infrastructure based on IT technologies for managing the urban environment, the development of geolocation, telecommunication, transport systems, providing universal Internet access, digitalization public services, improving payment systems. For the implementation of IT projects, various models and forms of interaction within the framework of public-private partnership are used. The implementation of state policy in the field of IT-technologies should provide the conditions, the implementation of which creates the best opportunities for attracting private capital in IT-projects.

Research methodology — analysis of infrastructure investments on a global scale; assessment of the current situation in the regions of the country in terms of the number of ongoing projects, investment, level of public-private partnerships development.

The ratings of the country’s regions for the development of public-private partnerships are compiled and analyzed. An assessment of the need for financing infrastructure in the context of industries and fields of activity is carried out. A number of basic models for the implementation of public-private partnership projects, characterized by specific forms of interaction, are identified. The stages of the implementation of the program of support for project initiatives are presented. The significance of the mechanism of public-private partnership for attracting investment in the development of the IT sphere is substantiated. A typical model of interaction between participants in public-private partnerships in the field of information and communication technologies is proposed. The features of the functioning of the IT sphere are considered, and a number of general and special conditions are determined, the implementation of which will provide the best opportunities for attracting private capital to IT projects as part of a public-private partnership.
